ULIV Cibeles is a good option for the price for Roma Norte area.
The downsides: the rooms (and building) are bland, with floors made of fake wood and as other reviews have noted a surprising number of scuff marks on relatively new walls.
But upsides are good: having a kitchenette with a kettle, glasses and bowls to make tea and oats for breakfast, fridge for dinner leftovers, a little bit of space at a table to eat. And bathroom shower was decent, and didn’t have the sewage smell of most older hotels.
For public areas, not much of a lobby and then the open air terrace was never populated while I was there, and though the gym was not so equipped it was certainly usable and saw a few other people there.
At 2000 Mexican peso or us$100 / night it seemed worthwhile.
